Which VPNs work in Indonesia in 2026?

Proton VPN, NordVPN, Windscribe, Surfshark, Mullvad and PureVPN have reports of working connections from Indonesia. Cloudflare WARP is another option for internet access. All seven are included with medium confidence; the table below shows how recent the reports are and any relevant connection limitations.

This research is based on public information published online in the last six months, not our own connection tests. It does not guarantee that a service will work on your network.

Which options should you consider?

Options supported by reports from Indonesia, with their main limitations.
ServiceConfidenceConditions and limitations
Proton VPNMediumReports of everyday use, including on Biznet. Speed and access to individual sites vary.
NordVPNMediumReports of regular use and successful connections through Singapore.
WindscribeMediumSeveral reports of successful use, including free access. Reports rarely identify the local network or protocol.
SurfsharkMediumRecent reports of regular use.
MullvadMediumThe most detailed positive reports date from May; October mentions offer less detail.
PureVPNMediumAugust reports describe working connections through several foreign locations.
Cloudflare WARPMediumCan help with site access and routing problems, including reported cases on IndiHome. Does not let you choose another country.

What is known about each option?

Proton VPN

Confidence: Medium

Proton VPN is a reasonable option for browsing through a foreign server. August and October reports describe successful use from Indonesia, including a positive account on Biznet. Singapore servers also appear in reports of usable browsing.

Some users still encounter filtered search results or slower connections. These reports do not establish that the VPN tunnel is blocked: the destination, account settings and chosen server can affect what remains accessible. There is no evidence here that Stealth is required throughout Indonesia.

NordVPN

Confidence: Medium

NordVPN has several accounts of regular use from Indonesia, with positive reports in August and October. Singapore appears as a working exit location; other users describe successful file transfers. This supports considering it for everyday internet access.

A separate report describes using NordVPN while in Bali. Most accounts do not identify the local operator or connection protocol.

Windscribe

Confidence: Medium

Windscribe appears in several accounts of ongoing use in August and October. Users describe successful access even in discussions where others report that their VPN no longer helps. Both free access and paid subscriptions are mentioned.

The reports support it as an option for ordinary browsing, but provide little detail about operators and connection settings. They do not justify promising a particular speed or prescribing one protocol for the whole country.

Surfshark

Confidence: Medium

Surfshark has positive reports of regular use from Indonesia in August and October. A more detailed July account describes a successful WireGuard connection through a US server.

Service details

Mullvad

Confidence: Medium

Mullvad has a May account of successful access through several foreign server locations, including Singapore and the United States. An October discussion also mentions previous use, but does not give enough detail to establish when that connection last worked.

Mullvad remains a candidate with medium confidence, supported mainly by the detailed May report. There is less recent connection information than for services with several fresh accounts.

Service details

PureVPN

Confidence: Medium

August reports describe PureVPN working from Indonesia, including good speeds through several foreign locations. One user switched from a manually configured WireGuard connection to another protocol after interruptions.

Service details

Cloudflare WARP

Confidence: Medium

Cloudflare WARP sends traffic through Cloudflare's network. September reports from IndiHome users describe restored access to Google services and YouTube after enabling WARP. These cases show that it can help with some connection problems; they do not establish that the original disruption was censorship.

October reports include ongoing use as well as repeated disconnections with WARP+. It is therefore an option with mixed outcomes. Use the traffic-tunnelling mode when assessing WARP: DNS-only mode changes DNS handling without carrying the rest of your traffic through a tunnel.

WARP does not let you select a foreign country. It is not a substitute for a VPN with country selection when the site requires an overseas IP address.

How is internet access restricted in Indonesia?

The evidence reviewed describes selective restrictions on websites and content, alongside working VPN connections. It does not establish a nationwide block on all VPN services or protocols.

Domain and DNS filtering

Indonesia uses domain blocklists associated with TrustPositif, implemented by internet providers. DNS filtering can prevent a domain name from resolving to the correct address. Encrypted DNS can help where that is the obstacle, but it does not change your public IP address or bypass every kind of restriction. Results can differ between providers.

Restrictions imposed by the website itself

Some content is restricted by the platform according to the visitor's location, even when the main website is accessible. Reddit is one example of this distinction. Search filtering, account settings and a streaming service's treatment of VPN addresses can also affect access after the VPN has connected.

VPN detection and connection problems

The recent material does not establish systematic, nationwide VPN blocking through deep packet inspection (DPI). A slow connection, a CAPTCHA or a site that remains unavailable cannot identify the blocking mechanism on its own. Do not assume that every problem requires a protocol with traffic camouflage.

Could your own VPN server help?

Yes. Recent accounts describe connections from Indonesia to privately operated servers abroad. Your own server gives you control over the endpoint and configuration, and may help when a commercial VPN address is unavailable. It still depends on the local network and the server's accessibility.

WireGuard

There are reports of private WireGuard servers in use, including a detailed August connection from Bali through a Singapore server. This makes ordinary WireGuard a practical option to consider. It does not disguise its traffic, so this evidence should not be treated as a promise that it can overcome protocol detection.

OpenVPN

Personal OpenVPN servers are mentioned in April and August reports of use from Indonesia. It is another viable option to consider, rather than assuming that a special censorship-resistant configuration is always necessary.

XRay with VLESS and REALITY

This is an option designed for bypassing censorship. REALITY makes the connection resemble ordinary TLS traffic and resists active probing used to identify proxy servers. It is worth considering for a private server when traffic camouflage is needed. We found no evidence in this review of targeted REALITY blocking in Indonesia; this is a recommendation based on its technical design, rather than a verified local connection test.

AmneziaWG

AmneziaWG modifies WireGuard traffic patterns to make the protocol harder to identify. It is another option for a private server when ordinary WireGuard is being detected. Its technical capabilities should be distinguished from the local connection reports available for standard WireGuard.

Setting up the server

Tools such as Amnezia VPN or Hiddify can help deploy a compatible configuration. Choose the protocol and hosting location first, then a tool that supports them. These tools are not themselves proof that the connection will work.

A server abroad can provide a foreign IP address, but a video service may still reject an address belonging to a data centre. A working private VPN therefore does not guarantee access to every regional catalogue.

How we researched this

We reviewed Indonesian- and English-language public material published between 11 April and 11 October 2026, prioritising recent first-hand accounts of connections from inside Indonesia. A VPN offering an Indonesian server was not treated as proof that it works for someone in Indonesia.

Only options with at least medium confidence are included. Medium confidence means there is a credible basis for considering the service within the stated limits; it is not a success percentage. Reports often omit the operator or protocol, and none of these services met our threshold for high confidence.

Publication dates are not always connection dates. Where the strongest account is older or the timing is unclear, the summary says so. We distinguish successful VPN connections from access to a particular website.
